Its still unreasonable that the fish description even says it lurks in the waters of darkmoor. Therefore if you have the correct level of lure (Rank 2 - From Grizzleheim) then it should be rather simple to collect. The majority of the fish in the darkmoor area were only ranks 1-2 anyway.
