It is effective with min dex and lightning infused, since dex scaling is generally mediocre. If you don't have the dex, the sword is what you're after, since it has poor dex scaling anyway.
Heide sword and Thorned sword have some natural lightning damage I think. Also one of the Watcher/Defender swords has a special attack that buffs with lightning. My favourite weapon is Dragonslayer Axe which has some natural lightning dmg too.
