We also talked to the local smog shops and told them about are situation and they basically said as long as it has a cat, carb legal header, carb legal exhaust, and is not a stolen motor it would be fine. Steering rack sits in middle of the oil pan for miata swap and RX7 is tucked completely behind the steering rack.
