Having kibble near animal medical beds helps with this, but they will still feed the one meal they have in their inventory before using the other stuff because that's closer. Make sure the "new" hay container is set to a higher priority than the one it's currently in, otherwise it won't be used until the existing storage fills up. Thus, carnivores can be fed with paste made of veggies. It also means you can sustain more animals per raw nutrition. My rule of thumb is 300 kibble/sileage per animal to last the winter in temperate climates, but the needs of the animal and nutrition of each type of feed means this is only a rule of thumb.
